Dr. David Arceneaux, Assistant Professor of Political Science at the University of Colorado Colorado Springs, currently serving as the Rossetti Fellow for Future Conflict at the Air Force Academy’s Institute for Future Conflict, has just published a new paper with the Hague Centre for Strategic Studies examining the effects in crisis scenarios of systems which delegate the use of nuclear weapons to commanders at lower levels.
